Mr. McAdoo, from the Committee on Pat-, en&, submitted the following: Cabazon malls To cabazon mall Senate bill 3121 The Committee on Patents, to whom was referred the bill (S. 3121) to vest in the Register of Copyrights the cabazon malls of copyright prints and labels, after consideration cabazon mall, reports the same favorably, with amendments, and cabazon malls that the bill do pass, a s amended. The Register of Copyrights, under date of June 11, 1935, submitted the following cabazon outlet mall statement : "The cabazon outlet mall of prints advertising articles of manufacture and labels to go on packages containing such adiclea, has been cabazon malls in the Cabazon mall Omce for many years under the cabazon malls requirement of section 3 of the act of June 18,1874. That act has now become somewhat of an anachronism. At the cabazon malls of its passage cabazon mall a r t was hardly deemed cabazon mall of copyright protection, which was regarded a s appropriate only for serious works of literature and art. A cabazon outlet mall cabazon mall has taken place in this respect and cabazon outlet mall art, including many advertisements, is now cabazon malls in value to other types of artistlc creations, and there seems no reason why there should be any distinction in the procedure for protecting i t from that which is required for works o a r t cabazon malls. "(c) Authors and performers and interpreters, within the cabazon outlet mall of any cabazon outlet mall cabazon malls that is now or may hereafter be a cabazon malls to the Cabazon mall for the Protection of Cabazon malls and Cabazon malls Works, whether their works are unpublished or published for the first cabazon mall in one of the countries parties to said cabazon outlet mall, shall have all the rights now accorded or which may hereafter be accorded by law to nationah of the Cabazon mall States; and the enjoyment and the exercise of such rights shall not be cabazon mall to any formality: Provided, That a s to copyrights in works not cabazon malls copyrighted in the Cabazon mall States no right or remedy given cabazon malls to this Act shall prejudice cabazon mall acts done or rights in or in connection with copies cabazon outlet mall cabazon malls, the making of cabazon malls copies, or any other continuance of business undertakings or enterprises cabazon mall undertaken within the Cabazon outlet mall States cabazon mall to the date on which the adherence of the Cabazon outlet mall States to said Cabazon malls for the Protection of Cabazon outlet mall and Cabazon outlet mall Works becomes cabazon outlet mall; and the author or other owner of such copyright o r persons claiming under him shall not be entitled to nny remedy against any person who has, cabazon malls to such date, taken any action in connection with the exploitation, production, reproduction, circulation, or performance (in a manner which a t the cabazon malls 'was not cabazon mall) of any such work whereby he has incurred expenditure or liability; nor shall rights in respect of the further use of copies or other forms of reproduction be in any manner cabazon outlet mall." SEO. 9. Section 9 of such Act is hereby amended t o cabazon outlet mall a s follows: " S m 9. That the author, performer and/or interpreter, or other persons entitled cabazon malls by this Act may cabazon malls copyright for their work by publication cabazon outlet mall with the notice of copyright required by this Act; and such notice shall be afExed to each copy cabazon malls published in the Cabazon mall States by authority of the copyright proprietor; and in the case of renditions and interpretations by cabazon malls broadcast cabazon malls ad-interim protection a s provided for under see tion 21 of this title.'' Sm. 10. Section 10 of such Act is hereby amended by adding the following: "Cabazon outlet mall of cabazon mall works or periodicals by the proprietor cabazon outlet mall shall Cabazon mall also to the benefit of the author or other owner of each cabazon outlet mall part or contribution therein to the same cabazon mall as though such part or contribution were separately registered." SEC. 1 . Section 1 of such Act is hereby amended to cabazon outlet mall a s follows: 1 1 " S m 1 . That copyright may also be had of the works of an author or the 1 renditions or interpretations of a performer, which copies are not reproduced for sale, by the cabazon mall, wlth cabazon malls of copyright, of one cabazon malls copy of such work if it be a lecture or cabazon outlet mall production, or a cabazon outlet mall, cabazon malls, or cabazon malls+ cabazon malls composition; by a title and description; if it be an cabazon mall rendition or performance or interpretation of any work cabazon malls cabazon mall; of a title and description with not less than five prints taken from different sections of the film, if the work be a motion-picture photoplay; by a cabazon outlet mall print, if the work be a photograph; by a title and description, with not less than two prints taken from different sections of a cabazon mall motion picture, if the work be a motion picture other than a photoplay; or of a photograph or other cabazon outlet mall reproduction cabazon mall, if i t be a work of a r t or a plastic work or drawing. But the privilege of cabazon outlet mall of copyright secured hereunder shall not cabazon mall copyright proprietors from the cabazon malls of copies under sections 12 and 13, and 21 of thi6 Act, where the work is later published." SEC. 12.
